The Secret Agents series is a posthumous edition of the archive of the creator of the Sherlockian encyclopedia, Svetozar Chernov (Stepan Poberovsky, Artemy Vladimirov).
Svetozar Chernov is mostly known as an author of ‘Baker-street and its surroundings’. In fact, that encyclopedia of Victorian life was made out of materials authors collected for their adventurous-detective novel. "Three packs of truth, or The vinegar maker's daughter" is the last, most complete book of the series.
